Descriptions of Law Enforcement Activities:
  • Cops in Shops; plain clothed (undercover) officer working in/around alcohol outlet as a store clerk to observe and intervene as minors try to buy alcohol.
  • Shoulder Taps; underage decoys in parking lots/outside stores asking adults to buy them alcohol. The decoy provides the money. If adult agrees, comes back and hands decoy alcohol, then adult is arrested.
  • Decoy Operation; underage decoy going into store and attempting to buy alcohol. If clerk sells, arrest occurs as decoy leaves with alcohol.
  • Obvious Intoxication Operation; monitoring and citation if problematic bar serves to clearly intoxicated patron.

September 19, 2002 — Media Briefing / Community Celebration
Law enforcement, youth & community partners reported on HIPZ's end-of-project outcomes. All partners were publicly acknowledged for their participation in the project. TV and newspaper outputs were generated.
September 18, 2002 — Policy Development
Community team met with Imperial Beach public safety director and Sheriff's captain; then commented to City Council on status of policy work and transitioning further work to South Bay Partnership.

Community team, youth, CVPD & Coors Amphitheatre management presented at Chula Vista City Council meeting issues and outcomes report of work group that successfully enhanced alcohol risk management policies and practices in Amphitheatre's tailgate areas and concert facility. Published Letters to the Editor followed.

June 28, 2002 — DUI Checkpoint
Officers from National City and Coronado Police Departments and Imperial Beach station —v SD County Sheriff conducted checkpoint in National City. National City youth team did informational leafleting and distributed HIPZ water bottles, key rings and American flags. TV news story was generated.
June 27, 2002 — Policy Development
Imperial Beach community team met with Imperial Beach city manager and public safety officials to review earlier policy recommendations and move forward on development.

March 29, 2002 — DUI Checkpoint
Officers from the Coronado and National City Police Departments conducted a DUI checkpoint in Coronado. Youth and adult community volunteers from Coronado SAFE Foundation distributed DUI info leaflets and candy Easter eggs. KGTV-CH 10 aired a TV story with youth comments and the San Diego Union-Tribune published an article — "Drunken-driving crackdown nets 5 arrests."
March 27, 2002 — Roving DUI Patrol
Officers from the National City, Chula Vista and Coronado Police Departments, and the San Diego Sheriff's Office participated in roving DUI patrols near the San Ysidro border crossing in conjunction with the San Diego Police Department and the California Highway Patrol.
