  Project Description  

Due to tremendous growth, the South Bay is grappling with traffic and public safety problems, especially youth drinking and driving. The region's proximity to the US/Tijuana border is an added challenge for law enforcement since many youth cross into Mexico where the legal drinking age is only 18. With increased law enforcement and better equipment, the "High Intensity Prevention Zone" program should be successful in reducing the number pf underage drinkers, DUI's and the negative consequences that ripple through our communities.
Partial list of Project Goals:
  • To reduce by 10% the number pf reportable alcohol-involved collisions on South Bay surface streets.
  • To contribute to a concurrent effort by CHP  to reduce by 15% alcohol-involved collisions on South Bay freeways.
  • To reduce by 10% the number of successful attempts by minors to obtain alcohol at outlets as measured by various decoy operations.
  • To develop/support infrastructure and media campaigns that reflect strong community for strategies preventing underage drinking and DUI.
How is this project innovative?
  • Erases geo-political boundaries 
  • Addresses issues on a regional basis, rather than a singular, city-by-city basis. 
  • Develops a true multi agency task force with coordinated efforts.
  • Allows for pooling of resources - greater overall benefit. 
  • Utilizes a multi-faceted, comprehensive approach with media-generated visibility. (Not just law enforcement tactics.)

The High Intensity Prevention Zone  program was created by a grant to the National City Police Department from the California Office of Traffic Safety (OTS) through the Business, Transportation & Housing Agency. This grant provides South Bay law enforcement agencies, youth and community groups with the resources and tools to crack down on underage drinking, public intoxication and DUI, and to reduce alcohol-related traffic crashes
What are the various components of the OTS grant?
The grant components consist of:
  • Law Enforcement — Roving Zero-Tolerance/DUI Patrols — DUI/Driver's License Checkpoints — Underage Decoy Operations — "Shoulder-tap" Operations —  "Cops-in-Shops" Operations
  • Education — Curriculum developed and taught by officers — Taught at all high schools and middle/junior highs in South Bay districts — Focused on local issues and concerns — Curriculum addresses legal, social, economical, health and safety consequences of alcohol consumption, drinking and driving , DUI and other law violations — emphasizes Zero Tolerance laws.
  • Media Advocacy
  • Public Policy work
  • Youth Participation
  • Community mobilization
Enforcements tactics may include:
  • Multiple operations conducted simultaneously throughout the region.
  • One operation conducted by officers of the participating agencies limited to one jurisdiction.
  • One operation conducted by officers of the participating agencies throughout the region.
  • Operations timed with higher risk community events and/or holidays.
