Funding for this program was provided by a grant from the California Office of Traffic Safety through the Business, Transportation and Housing Agency.
Due to tremendous growth, the South Bay is grappling with traffic and public safety problems, especially youth drinking and driving. 
The region's proximity to the US/Tijuana border is an added challenge for law enforcement since many youth cross into Mexico where the legal drinking age is only 18. With increased law enforcement and better equipment, the "High Intensity Prevention Zone" program should be successful in reducing the number of underage drinkers, DUI's and the negative consequences that ripple through our communities.
