| WHAT: Operation Safe Crossing
San Diego Police Department (SDPD) will coordinate a multi-agency enforcement
operation at the San Ysidro/Tijuana border during Spring Break. Approximately fifty
officers from SDPD, NCPD, CVPD, CHP, Probation Gang Unit, Alcohol Beverage Control, Shore
Patrol, Federal Protection Agency, California Youth Authority State Parole, among others,
will participate in southbound and northbound operations. |

OF TOURISM, AT 8:00 P.M., FRIDAY, APRIL 14. Other community spokespersons also

operations by Police, Reglamentos (ABC), and Tourism officials, using high-tech SCANNER
to detect FALSE IDs and BREATHALYZERS to detect intoxicated minors.
Enforcing No Drinking in Public Laws and conducting Noise Abatement Operations. |
| TijuanaAdditional Police and
Reglamentos (ABC) officers to prevent alcohol-related problems and enforce early (3:00
a.m.) bar closings. Checking IDs and detaining those intoxicated in the public way. |
| Designated Driver Campaign -Community
volunteers and local parking lot businesses will encourage people headed south of the
border to be responsible and not drink and drive. |
| Northbound pedestrian border crossingEnforcement
of existing alcohol and public intoxication laws. A DUI checkpoint will be conducted by
CHP and SDPD on April 15th and 22nd at an undisclosed time and
location near the border. |

| Southbound pedestrian turnstiles: San
Ysidro BorderSan Diego Police will be checking IDs, turning away all youth
under 18 not accompanied by a guardian, detaining those with false identification and
enforcing curfew violations. Youths and other community volunteers will be distributing
emergency phone numbers, safety tips, and other information regarding health and safety
while visiting Baja. |
| WHEN: APRIL 14 & 15 AND
APRIL 21 & 22, 2000. Operation Safe Crossing begins at 8:00 p.m. and ends at
DAWN. |
| WHY: New data indicates Operation
Safe Crossing has resulted in a dramatic reduction (approx. 25%)in late night
crossings during Spring Break in the past two years (see attached data information).
Historically, during Spring Break, an uncharacteristically high number of teenagers and
college students head south of the border to party. This will mean an increase in the
number of alcohol-related problems at the border, Tijuana, Rosarito, and other beach
cities in Baja. On any given weekend evening, more than 450 people drive impaired on San
Diego County highways after a night of drinking in México. |
