WHY: Solid business, community and law enforcement partnerships can lead to community norm change related to underage and binge drinking in the region and the alcohol-related crime and violence that results.

On any given weekend evening, approximately 1400 pedestrians cross the border from Mexico back into the U.S. with Blood Alcohol Concentrations (BAC) greater than the legal driving limit of .08. Although they pass through the San Ysidro crossing on foot, many of these pedestrians have vehicles parked at the above mentioned parking lots on the U.S. side and drive home legally impaired.
