issue briefing highlights the conditional use
permit process (CUP, sometimes known as
multiple use permit) as a key element in the
expansion of treatment, since any residential
program proposing more than six beds is
required bylaw to obtain a CUP by the local
governing authority. California State
licensing requirements for residential alcohol
and drug treatment programs also require a
CUP.
