Environmental Management
The East County Community Change Project is a substance abuse prevention program that is managed by the Institute for Public Strategies. The project's mission is to reduce the problems associated with the use and abuse of alcohol and other drugs, especially among youth and young adults, in the east region of San Diego County. The project's strategy is based on the environmental management model of substance abuse prevention, which includes advancing stronger policies at the institutional, community, and public level. This approach is based on research showing that the decisions people make about substance use are largely shaped by physical, socioeconomic, and legal factors in the environment. These include availability, prevalent social and cultural norms, and  the level of enforcement. By changing these factors in a significant way, the project seeks to create a healthier environment, i.e. one in which alcohol and other drug abuse is less likely take place.
