The following policy recommendations were developed in conjunction with the Binational Policy Council:
Alcohol Advertising & Promotions Targeting Youth — Make it clearly illegal to target minors in encouraging consumption of alcohol regardless of whether or not the intended consumption takes place inside or outside the U.S.
  • Develop standards for alcohol advertising (standards that prohibit the targeting of minors with alcohol promotions on the radio, newspapers, flyers on high school and college campuses and the Internet).
  • Ban Spring Break enticements offering drinking packages
  • Develop alcohol policies on high school campuses to restrict the posting of bar flyers and penalize persons who organize the soliciting of minors.

Provide law enforcement the authority to intervene with intoxicated pedestrians under 21 who show signs of impairment (with a blood alcohol concentration above .01)
  • Consistent identification checks for minors (<18) attempting to enter Mexico
  • Proactive intervention with intoxicated pedestrians returning from Mexico
  • Expand DUI roving patrols and check points in the border region
Increased law enforcement in the border region — Maximize the use of existing resources as well as seek sufficient resources to address the magnitude of the cross-border drinking problem
  • Increased enforcement of Zero Tolerance Laws
  • Increased proactive interventions with intoxicated pedestrians
  • Increased DUI and Roving DUI Patrols 
  • Expansion of regional law enforcement partnerships county-wide
